The client: Broadclyst Community Primary School
Our client is an academy school in East Devon. It consists of a large primary school with 500 pupils and a 40-place nursery.
Broadclyst Primary was part of the local authority purchasing portfolio up until it became an academy school in August 2010. It had subsequently been subject to centralised pricing without consultation. Broadclyst Primary needed to budget carefully and therefore adopt a process whereby it could utilise the available
funding each year and stay within set monetary boundaries.
BCR Associates was engaged to undertake a complete cost review of the gas and electricity expenditure across the site. In addition to billing mistakes, there were three contracts and five different end-dates, making the management of this extremely difficult. Working closely with the school we utilised our industry
knowledge and supplier relationships to resolve the issues. We established that the school was liable for a VAT reduction to 5% and that it was exempt from Climate Change Levy due to its charitable status. Finally we organised contracts into a single co-ordinated portfolio.
Broadclyst Primary achieved a reduction in both electricity and gas expenditure, helping it to budget moving forwards. Cost forecasting was also improved by the introduction of Automatic
Meter Reading, with the additional benefit of educating the children about carbon output, consumption and climate change. A single, coherent account was set up to reduce the amount of administration required. Going forward we manage the annual budget using the AMR system, giving the school total piece of
mind that it is all in hand.
