The Energy Savings Opportunity Scheme (ESOS) continues to evolve with the launch of Phase 4, following updates introduced by the Energy Act 2023. BCR Associates is here to ensure your business remains compliant and seizes every opportunity to cut energy use and costs.
What Is ESOS and Who Does It Affect?
Originally established in 2014, ESOS requires large UK organisations to conduct mandatory energy audits every four years. Under Phase 4, the scheme now has expanded requirements and stricter penalties for non-compliance.
You must comply if your organisation, on the 31st December 2026, meets one of any of the following:
- Annual turnover of £44 million+ and balance sheet of £38 million+
- Employs 250+ people in the UK
- Is an overseas company with a UK-registered establishment with 250+ UK staff
Even if your business no longer meets these thresholds after this date, you are still obligated to complete the ESOS process.
Key Dates for ESOS Phase 4
- Qualification Date: 31st December 2026
- Compliance Phase Began: 6th December 2023
- Submission Deadline: 5th December 2027
- Energy Action Plan Deadline: 5th March 2025
- Progress Update 1 : 5th December 2025
- Progress Update 2 : 5th December 2026
Key Changes in Phase 4
- Display Energy Certificates (DECs) and Green Deal Assessments (GDAs) are no longer accepted compliance routes.
- Only ISO 50001 certified energy management systems will be recognised.
- A board-level director must sign off on ESOS submissions.
- Maximum penalties for non-compliance have increased to £50,000.
